Did you try booting it with no RAM installed? Most PCs will boot to BIOS even without RAM in them. If it is stable like that then it isn't the CPU.

And it's not like I have another 900$ to order another one i got to sent this back and wait for money to come back then order another deal and wait, i can't pull any more loans and turn around and pay em off. As soon as my money comes back, I already got two 🙄 ughh

Yeesh, yeah that is rough. You've done a ton so far too. Only other thing I've seen that can cause it would be bent pins in the cpu socket
